By-Laws

ARTICLE I - The Organization
Section 1: This organization is known as the South Carolina Deaf Golfers' Association. (SCDGA)

Section 2: Upon paying the membership fee and accepting the association’s by-laws, any deaf resident of South Carolina shall become an active members of the association. The minimum age is twenty-one (21) years old and above.

Section 3: Any hearing person involved in the deaf community (fluent signer) be allowed membership on the condition that they are not allowed to be on an officer or a chairperson. They shall have limited participation.

Section 4: The members and associate members shall meet once a year every January. A place and time to be decided by the Executive Officers at a meeting two weeks in advance will be made.

ARTICLE II – Objectives
Section 1: The objectives of the organization are:

1. To secure social advancements.
2. To sponsor golf tournaments and entertainments.
3. To promote mutual interests of its members and associate members.

ARTICLE III - Order of Business
Section 1: The order of business at all golf meetings shall be as follows:
1. Call of order
2. Invocation
3. Roll Call
4. Reading of Minutes
5. Report of the Executive Committee
6. Report of the Secretary
7. Report of the Treasurer
8. Report of Committees
9. Unfinished Business
10. New Business
11. Election of Officers
12. Tournament Bids
13. Adjournment

ARTICLE IV - Membership Fee
Section 1: The membership fee is fifteen dollar a year. The due is paid every January. The membership fee for Senior Citizen (60 years old and up) is ten dollar a year.
ARTICLE V - Officers
Section 1: The officers are: The President, Vice-President, Secretary, and Treasurer, shall be nominated by members and associate members of this association and elected by the majority vote.
ARTICLE VI - Duties of Officers
Section 1: The officers shall serve two years.

Section 2: The President shall preside at all meetings. He will make reports of the officers and committees; also will make announcements. The President shall enforce order and strict observance of the by-laws.

Section 3: The Vice-President shall perform the duties of the President in case of absences at such meetings. He shall be the chairman of the by-laws.

Section 4: 1. The Secretary shall make reports of every meetings, keeps the records of all business transactions and attendance; shall make reports of the minutes of last meetings; the reports of the treasurer's financial report to mail to every member two weeks in advance of the next meeting.
2. Draft meeting’s minutes shall be sent to members within thirty (30) days after annual meeting.

Section 5: The Treasurer shall prepare all books, vouches, receipts, stubs and all necessary papers for the auditing committee prior to the annual SCDGA meeting as required.

Section 6: Auditing Committee: The President shall appoint three (3) general members to audit the books of the treasurer one month prior to annual meeting.

ARTICLE VII - Golf Treasury
Section 1: No officers of this association shall have an authority to withdraw any funds in advance to defray expenses. The members at a meeting must be notified of such financial report and approval by the majority must be made before any money is being withdrawn for any purpose.

ARTICLE VIII - Entertainments and Tournaments
Section 1: The members and officers shall tell a time and a place for special occasions or a party or any kinds of entertainments and also golf tournaments.

Section 2: The tourney committee shall make a program.

Section 3: The place of golf tourney will be announced one month in advance.

Section 4: All the proceeds from special occasions, parties, or any kind of entertainments and golf tournaments shall go to the treasurer of this association. The report of any proceedings shall be made to the Executive officers, Board members, and every member.

Section 5: The prizes for golf tournaments will be decided by the local committee with the Executive Committees' approval.

ARTICLE IX - Annual Meeting and Election of Officers
Section 1: The election of new officers and committees for the full two years shall start at the every two years (in the even-numbered year) during the month of January. The business meetings will be in the center of South Carolina (Columbia) every year on January. Seven or more members shall consist a quorum.

ARTICLE X - Amendments
Section 1: The by-laws may be amended by a two-third-majority vote in the business meeting. (See Article IX, Section 1)

Section 2: Such proposed change in amendments shall be in the form of writing and must be in the hands of Chairman of the Law Committee during the meeting.

ARTICLE XI - Dissolution

Section 1: In the event the Executive Committees determine to dissolve South Carolina Deaf Golfers' Association (a SC non-profit association). The assets and contributions by members, after the payment of all obligations of the Association shall be donated (given) to the Southeastern Deaf Golfers Association (SEDGA), the Article may be revoked.
